Esto constituye\u00a0<em>apartheid<\/em>\u00a0y est\u00e1 prohibido por el derecho internacional.<\/p><p>Las leyes, pol\u00edticas y pr\u00e1cticas concebidas para mantener un sistema cruel de control de la poblaci\u00f3n palestina han dejado a \u00e9sta fragmentada geogr\u00e1fica y pol\u00edticamente, muchas veces empobrecida y en un estado permanente de temor e el desplazamiento masivos de m\u00e1s de <strong>700.000 personas palestinas de sus hogares,<\/strong> pueblos y ciudades durante el conflicto que dio lugar a la creaci\u00f3n de Israel en 1948. <strong>La <em>nakba\u00a0<\/em>(cat\u00e1strofe<\/strong>), como la denomina en lengua \u00e1rabe la poblaci\u00f3n palestina, est\u00e1 grabada en la conciencia colectiva palestina como una historia de implacable desposesi\u00f3n.<\/p><p>Cuando han transcurrido 74 a\u00f1os desde la expulsi\u00f3n, el sufrimiento y el desplazamiento de personas refugiadas palestinas son realidades persistentes. Las personas palestinas que huyeron o fueron expulsadas de sus hogares en lo que ahora es Israel, junto con sus descendientes, tienen derecho a regresar de acuerdo con el derecho internacional. Sin embargo, no tienen pr\u00e1cticamente ninguna perspectiva de que se les permita regresar a sus hogares \u2014<strong>muchos de los cuales han sido destruidos por Israel<\/strong>\u2014 o a los pueblos y ciudades de los que proceden. Israel nunca ha reconocido sus derechos.<\/p><p>Negar un hogar a las personas palestinas es un elemento esencial del\u00a0<strong><em>apartheid<\/em><\/strong>\u00a0que Israel impone a la poblaci\u00f3n palestina. La desposesi\u00f3n de la poblaci\u00f3n palestina no ha cesado y la\u00a0<em><strong>nakba<\/strong>\u00a0<\/em>se ha convertido en s\u00edmbolo de la opresi\u00f3n que palestinos y palestinas sufren cada d\u00eda, desde hace d\u00e9cadas. Hoy, m\u00e1s de <strong>5,6 millones de personas palestinas<\/strong> siguen siendo refugiadas y no pueden ejercer el derecho a retornar. Este sistema se manifiesta de diferentes formas en las diferentes zonas en las que Israel ejerce el control sobre los derechos de la poblaci\u00f3n palestina, pero la intenci\u00f3n es siempre la misma: privilegiar a la poblaci\u00f3n israel\u00ed jud\u00eda a expensas de la palestina.<\/p><p class=\"p2\">Las autoridades israel\u00edes hacen esto por medio de cuatro estrategias principales:<\/p><p class=\"p2\"><b>FRAGMENTACI\u00d3N EN DOMINIOS DE CONTROL<\/b><\/p><p class=\"p2\">Parte esencial del sistema es mantener a la poblaci\u00f3n palestina separada entre s\u00ed en diferentes dominios territoriales, jur\u00eddicos y administrativos<\/p><p class=\"p2\"><b>DESPOSESI\u00d3N DE TIERRAS Y PROPIEDADES<\/b><\/p><p class=\"p2\">D\u00e9cadas de confiscaci\u00f3n discriminatoria de tierras y propiedades, demoliciones de viviendas y desalojos forzosos.<\/p><p class=\"p2\"><b>SEGREGACI\u00d3N Y CONTROL<\/b><\/p><p class=\"p2\">Un sistema de leyes y pol\u00edticas que mantienen a la poblaci\u00f3n palestina en enclaves, sometida a varias medidas que controlan su vida y segregada de la poblaci\u00f3n israel\u00ed jud\u00eda.<\/p><p class=\"p2\"><b>PRIVACI\u00d3N DE DERECHOS ECON\u00d3MICOS Y SOCIALES<\/b><\/p><p class=\"p2\">El empobrecimiento deliberado de la poblaci\u00f3n palestina que la mantiene en gran desventaja respecto del pueblo palestino. Los palestinos y palestinas que sufren la brutalidad de la represi\u00f3n de Israel reclaman desde hace m\u00e1s de dos d\u00e9cadas que se entienda el r\u00e9gimen israel\u00ed como\u00a0<b><em>apartheid<\/em>.<\/b> Con el tiempo, ha empezado a cobrar fuerza un reconocimiento internacional m\u00e1s amplio del trato que da Israel a la poblaci\u00f3n palestina como\u00a0<b><em>apartheid<\/em>.<\/b><\/p><p>Aun as\u00ed, los gobiernos con responsabilidad y poder para hacer algo se niegan a tomar medidas significativas para obligar a Israel a rendir cuentas de sus actos. En su lugar, se esconden tras un proceso de paz moribundo a expensas de los derechos humanos y de la rendici\u00f3n de cuentas. Lamentablemente, la situaci\u00f3n actual no muestra ning\u00fan avance hacia una soluci\u00f3n justa sino el empeoramiento de los derechos humanos para la poblaci\u00f3n Desde 2002, Israel aplica la pol\u00edtica de prohibir a la poblaci\u00f3n palestina de Cisjordania y Gaza la obtenci\u00f3n de una condici\u00f3n jur\u00eddica en Israel o en Jerusal\u00e9n Oriental mediante el matrimonio, lo que impide la agrupaci\u00f3n familiar.<\/p><p>Israel usa desde hace tiempo leyes y pol\u00edticas discriminatorias para separar a las personas palestinas de sus familias. Por ejemplo, las personas palestinas de Cisjordania y Gaza no pueden obtener una condici\u00f3n jur\u00eddica en Israel o en la Jerusal\u00e9n Oriental ocupada a trav\u00e9s del matrimonio, lo que niega sus derechos a la agrupaci\u00f3n familiar. Esta pol\u00edtica obliga a miles de personas palestinas a vivir separadas de sus seres queridos; otras tienen que irse a otros pa\u00edses o vivir con el temor constante de ser detenidas, expulsadas o deportadas.<\/p><p>Estas medidas est\u00e1n dirigidas expresamente a la poblaci\u00f3n palestina, no a la israel\u00ed jud\u00eda, y se basan principalmente en consideraciones de orden
