D\u00eda Mundial del H\u00e1bitat de este a\u00f1o centrado en la juventud y el futuro urbano, es imposible ignorar un factor clave -la crisis clim\u00e1tica- y lo que significa para el cumplimiento del derecho a la vivienda tanto en contextos rurales como urbanos, incluidos los j\u00f3venes, hoy y en el futuro.\u00a0<\/strong><\/h2>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3f93a28 elementor-widget elementor-widget-text-editor\" data-id=\"3f93a28\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">El Relator Especial sobre el Derecho a una Vivienda Adecuada ha destacado que la crisis clim\u00e1tica es tambi\u00e9n una crisis de la vivienda.<\/span><span style=\"font-weight: 400;\"><u>1<\/u><\/span><span style=\"font-weight: 400;\"> Los fen\u00f3menos meteorol\u00f3gicos extremos exacerbados tanto en frecuencia como en intensidad por la crisis clim\u00e1tica, como inundaciones, olas de calor, sequ\u00edas e incendios forestales, a menudo da\u00f1an o incluso destruyen viviendas, terrenos e infraestructuras de apoyo. Los fen\u00f3menos de evoluci\u00f3n lenta, como la desertificaci\u00f3n y la subida del nivel del mar, entre otros, pueden amenazar la viabilidad de las viviendas y los asentamientos humanos, socavando la salud y los medios de subsistencia, y a menudo provocan migraciones forzosas a medida que la zona local se vuelve inhabitable. Estos da\u00f1os recaen desproporcionadamente sobre los pa\u00edses que menos han contribuido a las emisiones mundiales de carbono y sobre las personas ya marginadas dentro de esos pa\u00edses, que a menudo son las menos protegidas debido a d\u00e9cadas de discriminaci\u00f3n o abandono por parte de las autoridades, lo que profundiza las desigualdades existentes.<\/span><span style=\"font-weight: 400;\"><u>2<\/u><\/span><span style=\"font-weight: 400;\"> No actuar con rapidez y decisi\u00f3n para proteger el derecho a la vivienda de los efectos del cambio clim\u00e1tico s\u00f3lo puede significar un desastre para nuestro presente y futuro urbano y rural.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Los fen\u00f3menos meteorol\u00f3gicos extremos y las cat\u00e1strofes provocaron el desplazamiento de unos 26,4 millones de personas en 2023, la tercera cifra m\u00e1s alta de la \u00faltima d\u00e9cada.<\/span><span style=\"font-weight: 400;\"><u>3<\/u><\/span><span style=\"font-weight: 400;\"> Aunque no todos los desplazamientos por cat\u00e1strofes est\u00e1n relacionados con el clima, el cambio clim\u00e1tico sigue haciendo que los fen\u00f3menos meteorol\u00f3gicos extremos sean m\u00e1s frecuentes y m\u00e1s intensos, lo que aumenta el riesgo de que las personas se vean obligadas a abandonar sus hogares.<\/span><span style=\"font-weight: 400;\"><u>4<\/u> <\/span><span style=\"font-weight: 400;\">En muchos casos, las personas se trasladan a las ciudades, donde puede que no tengan m\u00e1s remedio que vivir en asentamientos informales, en condiciones inadecuadas y con escaso o nulo acceso a servicios esenciales como agua, saneamiento y energ\u00eda.<\/span><span style=\"font-weight: 400;\"><u>5<\/u><\/span><\/p><p><span style=\"font-weight: 400;\">Los tres casos siguientes muestran que la inacci\u00f3n de los gobiernos a la hora de mitigar los efectos del cambio clim\u00e1tico en la vivienda, de adoptar medidas para ayudar a las personas a adaptarse a estos efectos y, en caso necesario, de responder a las p\u00e9rdidas y da\u00f1os, tiene graves consecuencias para los derechos humanos de todos.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">De hecho, en lugar de proteger el derecho a la vivienda, en algunos casos, como en M\u00e9xico y Kenia que se describen a continuaci\u00f3n, el derecho a la vivienda es violado por las medidas de mitigaci\u00f3n y adaptaci\u00f3n, donde comunidades enteras pueden ser efectivamente desalojadas a la fuerza de sus hogares y tierras por los gobiernos y\/o no se les proporciona una vivienda alternativa adecuada ni acceso a los servicios.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d35d2db elementor-widget elementor-widget-text-editor\" data-id=\"d35d2db\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h3><strong>COMUNIDAD EL BOSQUE, TABASCO, M\u00c9XICO\u00a0<\/strong><\/h3>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bc4b057 elementor-widget elementor-widget-image\" data-id=\"bc4b057\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<style>\/*! elementor - v3.11.5 - 14-03-2023 *\/\n.elementor-widget-image{text-align:center}.elementor-widget-image a{display:inline-block}.elementor-widget-image a img[src$=\".svg\"]{width:48px}.elementor-widget-image img{vertical-align:middle;display:inline-block}<\/style>\t\t\t\t\t\t\t\t\t<figure class=\"wp-caption\">\n\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" width=\"1024\" height=\"613\" src=\"https:\/\/amnistia.org.mx\/contenido\/wp-content\/uploads\/2024\/10\/ior4085842024en-3-1024x613.png\" class=\"attachment-large size-large wp-image-34546\" alt=\"\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t<figcaption class=\"widget-image-caption wp-caption-text\">\u00a9 El Bosque commmunity<\/figcaption>\n\t\t\t\t\t\t\t\t\t\t<\/figure>\n\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8e69b64 elementor-widget elementor-widget-text-editor\" data-id=\"8e69b64\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">ONU H\u00e1bitat celebra este a\u00f1o el D\u00eda Mundial del H\u00e1bitat en la ciudad de Quer\u00e9taro, M\u00e9xico, una oportunidad para llamar la atenci\u00f3n mundial sobre la comunidad pesquera de El Bosque, en Tabasco, al sur de M\u00e9xico.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">La comunidad de El Bosque se encuentra en primera l\u00ednea de los impactos de la crisis clim\u00e1tica. Desde 2019, debido a las constantes marejadas y a los fen\u00f3menos meteorol\u00f3gicos extremos, la costa de El Bosque se ha erosionado unos 200 metros, lo que ha provocado la destrucci\u00f3n de viviendas e infraestructuras comunitarias, como la escuela primaria, la guarder\u00eda y la carretera principal.<\/span><a href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/20\/its-time-for-us-to-go-the-mexican-fishing-village-swallowed-by-the-sea\"><span style=\"font-weight: 400;\">6<\/span><\/a><span style=\"font-weight: 400;\"> La comunidad inform\u00f3 a Amnist\u00eda Internacional de que los pozos que utilizaban para el agua potable y otras necesidades dom\u00e9sticas estaban contaminados con agua de mar; los servicios sanitarios no eran regulares ni adecuados; la electricidad era intermitente; y, debido a la destrucci\u00f3n de las escuelas, los ni\u00f1os se ve\u00edan obligados a asistir a clase en un entorno de aprendizaje inadecuado.<\/span><a href=\"https:\/\/www.amnesty.org\/en\/documents\/amr41\/7387\/2023\/en\/\"><span style=\"font-weight: 400;\">7<\/span><\/a><span style=\"font-weight: 400;\"> Muchas personas han estado viviendo en refugios temporales durante largos periodos de tiempo. Sin embargo, en noviembre de 2023, al menos 69 personas que viv\u00edan en un refugio temporal proporcionado por el gobierno municipal lo abandonaron, tras denunciar que hab\u00edan sido maltratadas por el personal, adem\u00e1s de no recibir comida ni agua durante todo un d\u00eda. Desde entonces, la mayor\u00eda de los miembros de la comunidad han tenido que alquilar alojamientos alternativos o alojarse con familiares.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Sin embargo, los que no pueden pagar el alquiler o no tienen familiares con los que quedarse se han quedado sin hogar o han tenido que regresar a la comunidad a pesar del riesgo que supone la subida del nivel del mar.<\/span><\/p><p><span style=\"font-weight: 400;\">En febrero de 2023, el Congreso del Estado de Tabasco aprob\u00f3 la reubicaci\u00f3n de la comunidad. En abril de 2023, la comunidad de El Bosque inici\u00f3 negociaciones con la Secretar\u00eda de Desarrollo Agrario, Territorial y Urbano y la Comisi\u00f3n Nacional de Vivienda para ser reubicada. Sin embargo, seg\u00fan los informes, este proceso se ha estancado debido a la lentitud de los tr\u00e1mites burocr\u00e1ticos.<\/span><a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/issues\/internaldisplacement\/cfis\/hrc56-climate-change\/subm-hrc56-climate-change-ind-juan-manuel-orozco-moreno-claudia-fr-fry.docx\"><span style=\"font-weight: 400;\">8<\/span><\/a><span style=\"font-weight: 400;\">\u00a0 Un a\u00f1o y medio despu\u00e9s del inicio de las negociaciones, los habitantes de la comunidad de El Bosque a\u00fan no han recibido una vivienda alternativa y siguen siendo vulnerables a los fen\u00f3menos meteorol\u00f3gicos extremos.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-aed1948 elementor-widget elementor-widget-text-editor\" data-id=\"aed1948\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<blockquote><p><span style=\"font-weight: 400;\">\u00a0\u00abSoy madre, mi marido es pescador y tuvimos que dejar nuestra comunidad para alquilar un lugar porque la erosi\u00f3n costera nos alcanz\u00f3. Muchos de nuestros vecinos han perdido sus casas&#8230; Tuve que dejar la comunidad porque ya no ten\u00edamos acceso al transporte, ni a una carretera, ni centro de salud, ni servicio de agua, y no ten\u00edamos electricidad porque se nos hab\u00eda quemado el transformador. Los pocos que quedamos en la comunidad tuvimos que reunir nuestro dinero para comprar un nuevo transformador y restablecer la electricidad. No ha sido f\u00e1cil para m\u00ed. Tengo que llevar a mis hijos a la escuela. Se han retrasado en los estudios porque la carretera est\u00e1 en mal estado y los profesores no pueden entrar. Al igual que yo, mis vecinos est\u00e1n pasando por lo mismo. Seg\u00fan la Cruz Roja, 101.132 hogares se vieron afectados, de los cuales m\u00e1s de 55.000 fueron desplazados, y hasta 294 personas perdieron la vida.<\/span><a href=\"https:\/\/www.redcross.or.ke\/floods\"><span style=\"font-weight: 400;\">9<\/span><\/a><span style=\"font-weight: 400;\"> En Nairobi, las zonas afectadas por las inundaciones inclu\u00edan los asentamientos informales de Mukuru, Mathare, Kibera, Korogocho y Kawangware.<\/span><a href=\"https:\/\/www.ids.ac.uk\/opinions\/double-disaster-flood-fallout-and-state-eviction-in-nairobi-karachi\/\"><span style=\"font-weight: 400;\">10<\/span><\/a><span style=\"font-weight: 400;\"> Benna Buluma, defensora de los derechos humanos y fundadora de la Red de Madres de V\u00edctimas y Supervivientes tras la muerte ileg\u00edtima de sus dos hijos a manos de agentes de polic\u00eda durante la violencia electoral de 2017, fue una de las v\u00edctimas mortales de las inundaciones en Mathare.<\/span><a href=\"https:\/\/www.amnestykenya.org\/mass-rights-violations-risk-global-gains-human-rights-security\/\"><span style=\"font-weight: 400;\">11<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Amnist\u00eda Internacional ha documentado y denunciado en investigaciones anteriores las condiciones de vida de los residentes en esos asentamientos informales, que se ve\u00edan obligados a vivir en viviendas inadecuadas y ten\u00edan escaso acceso a agua potable, saneamiento, atenci\u00f3n m\u00e9dica, escuelas y otros servicios p\u00fablicos esenciales.<\/span><a href=\"https:\/\/www.amnesty.org\/en\/documents\/afr32\/005\/2009\/en\/\"><span style=\"font-weight: 400;\">12<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Como zonas con servicios insuficientes, los asentamientos informales suelen llevarse la peor parte de las inundaciones y los corrimientos de tierra que las acompa\u00f1an. Por lo general, los residentes de estas zonas no tienen otra opci\u00f3n que seguir viviendo en condiciones precarias. Las recientes inundaciones en Kenia revelan esta precariedad persistente y muestran c\u00f3mo las respuestas mal concebidas del Estado agravaron el sufrimiento de la poblaci\u00f3n.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Por ejemplo, como parte de su respuesta a la cat\u00e1strofe, el 30 de abril el gobierno emiti\u00f3 una directiva, seguida de \u00f3rdenes de seguridad p\u00fablica el 2 y 4 de mayo, en las que se ped\u00eda la \u00abevacuaci\u00f3n voluntaria\u00bb o la \u00abreubicaci\u00f3n forzosa\u00bb de los hogares y negocios que estuvieran a menos de 30 metros de los valles fluviales, lo que afect\u00f3 a m\u00e1s de 127.000 residentes s\u00f3lo en Nairobi.<\/span><a href=\"https:\/\/www.amnestykenya.org\/solidarity-statement-on-the-recent-evictions-in-nairobi-informal-settlements\/\"><span style=\"font-weight: 400;\">13<\/span><\/a><span style=\"font-weight: 400;\"> Sin embargo, el gobierno no garantiz\u00f3 que la evacuaci\u00f3n fuera acompa\u00f1ada de un plan de reubicaci\u00f3n viable, un ejercicio de enumeraci\u00f3n o un plan claro de compensaci\u00f3n y ayuda. Aunque las autoridades anunciaron un paquete de indemnizaciones de 10.000 KES (78 USD) por persona a las v\u00edctimas de la evacuaci\u00f3n, las personas afectadas afirmaron que esta cantidad no era ni mucho menos suficiente para pagar una vivienda alternativa. Con frecuencia, los hogares que viven en la pobreza son los m\u00e1s afectados, ya que son los que menos acceso tienen a una calefacci\u00f3n o refrigeraci\u00f3n adecuadas para sus viviendas.<\/span><a href=\"https:\/\/www.who.int\/teams\/environment-climate-change-and-health\/healthy-urban-environments\/housing\/health-risks\"><span style=\"font-weight: 400;\">17<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Un ejemplo es la Ca\u00f1ada Real de Madrid, el mayor asentamiento informal de Europa.<\/span><a href=\"https:\/\/english.elpais.com\/elpais\/2012\/02\/07\/inenglish\/1328627886_929407.html\"><span style=\"font-weight: 400;\">18<\/span><\/a><span style=\"font-weight: 400;\"> Los sectores 5 y 6 no tienen acceso a la electricidad desde 2020 y, como consecuencia, unas 4.000 personas, entre ellas 1.800 ni\u00f1os, han soportado sucesivas olas de calor y fr\u00edo intenso sin acceso a refrigeraci\u00f3n o calefacci\u00f3n. En estos sectores viven principalmente inmigrantes, en su mayor\u00eda de origen norteafricano, y ciudadanos espa\u00f1oles, en su mayor\u00eda originarios del Norte de \u00c1frica y ciudadanos espa\u00f1oles, provenientes de Roma.<\/span><a href=\"https:\/\/clinicajuridicaidhbc.com\/wp-content\/uploads\/2021\/06\/luz-para-la-canada.pdf\"><span style=\"font-weight: 400;\">19<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">Con el aumento de las temperaturas en Espa\u00f1a en los \u00faltimos a\u00f1os, la continua incapacidad de las autoridades para garantizar que las personas puedan protegerse del calor extremo puede afectar al derecho de las personas a la vivienda, as\u00ed como a su derecho a la salud y, en algunos casos, incluso a la vida. Como subraya la Organizaci\u00f3n Mundial de la Salud, un aislamiento, calefacci\u00f3n o ventilaci\u00f3n deficientes en las viviendas pueden agravar los efectos de las condiciones clim\u00e1ticas extremas.<\/span><a href=\"https:\/\/www.who.int\/teams\/environment-climate-change-and-health\/healthy-urban-environments\/housing\/health-risks\"><span style=\"font-weight: 400;\">20<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">En Ca\u00f1ada Real, como se\u00f1al\u00f3 el Relator Especial sobre Extrema Pobreza y Derechos Humanos tras su visita en 2020, la gente vive sin centro de salud, sin centro de empleo, sin escuela y en una carretera sin asfaltar.<\/span><span style=\"font-weight: 400;\">21<\/span><span style=\"font-weight: 400;\"> Los continuos cortes de electricidad se suman a la precaria situaci\u00f3n de vivienda, pobreza persistente, exclusi\u00f3n social y discriminaci\u00f3n continua a la que se enfrentan los residentes en los Sectores 5 y 6.<\/span><a href=\"https:\/\/rm.coe.int\/cc206-casedoc1-en\/1680a5e8aa\"><span style=\"font-weight: 400;\">22<\/span><\/a><\/p><p><span style=\"font-weight: 400;\">El Comit\u00e9 Europeo de Derechos Sociales destac\u00f3 en 2022 que la prolongada y recurrente falta de electricidad ha tenido un efecto negativo muy grave en las condiciones de vida de la poblaci\u00f3n de la Ca\u00f1ada Real y que corr\u00edan el riesgo de sufrir da\u00f1os graves e irreparables en sus vidas. El Comit\u00e9 pidi\u00f3 al Gobierno que garantice que todas las personas afectadas tengan acceso a la electricidad y que ofrezca un alojamiento alternativo adecuado a aquellas a las que no sea posible garantizar dicho acceso de forma segura.<\/span><a href=\"https:\/\/rm.coe.int\/cc-206-2022-dadmissandimmed-en\/1680a8c283\"><span style=\"font-weight: 400;\">23<\/span><\/a><span style=\"font-weight: 400;\"> Esto es consecuencia del llamamiento realizado por nueve relatores especiales de la ONU al Gobierno de Espa\u00f1a para que restablezca inmediatamente la electricidad en la Ca\u00f1ada Real en 2020.<\/span><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2020\/12\/spain-power-outages-put-childrens-lives-risk-informal-settlement-un-experts?LangID=E&amp;NewsID=26624\"><span style=\"font-weight: 400;\">24<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">A pesar de que se han firmado varios convenios entre las administraciones competentes -el \u00faltimo en abril de 2024 para realojar a 1.600 familias<\/span><a href=\"https:\/\/www.comunidad.madrid\/noticias\/2024\/04\/15\/comunidad-madrid-inicia-realojo-1600-familias-canada-real-inversion-110-millones\"><span style=\"font-weight: 400;\">25<\/span><\/a><span style=\"font-weight: 400;\">-, desde 2017 hasta la fecha, s\u00f3lo 239 familias hab\u00edan sido realojadas<\/span><a href=\"https:\/\/madrid365.es\/urbanismo\/primeros-pasos-para-el-realojo-de-1-600-familias-en-la-canada-real-20240416-0855\/\"><span style=\"font-weight: 400;\">26<\/span><\/a><span style=\"font-weight: 400;\">, y el resto sigue viviendo sin luz.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-37aa08b elementor-widget elementor-widget-text-editor\" data-id=\"37aa08b\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<blockquote><p><span style=\"font-weight: 400;\">\u00abVivo en la Ca\u00f1ada Real, concretamente en el Sector 6, marginado, estigmatizado y completamente desatendido por la administraci\u00f3n regional de la Comunidad de Madrid. Desde 2020 tenemos cortado el suministro el\u00e9ctrico, y desde entonces no tenemos luz en nuestras casas. Esto afecta a 4.000 personas, entre ellas casi 2.000 ni\u00f1os. A d\u00eda de hoy, seguimos sin electricidad. Hemos soportado inviernos g\u00e9lidos sin calefacci\u00f3n ni agua caliente y sufrido olas de calor insoportables sin aire acondicionado, ventiladores ni siquiera frigor\u00edficos para mantener fresca el agua. Para las mujeres, esto supone una carga adicional. Lavamos la ropa a mano, la secamos, cocinamos en fuegos abiertos y calentamos nuestras casas con chimeneas de le\u00f1a. La falta de electricidad pone a nuestros hijos en riesgo de enfermar, lo que tambi\u00e9n dificulta a las mujeres conciliar el trabajo o completar nuestros estudios. Sin embargo, en todos los pa\u00edses, a menudo son los m\u00e1s marginados y los que corren el riesgo de sufrir m\u00faltiples e interrelacionadas formas de discriminaci\u00f3n los que se llevan la peor parte. En este D\u00eda Mundial del H\u00e1bitat, en el que activistas, responsables pol\u00edticos y l\u00edderes mundiales exploran los \u00abfuturos urbanos\u00bb, Amnist\u00eda Internacional pide que se preste m\u00e1s atenci\u00f3n a la intersecci\u00f3n entre el derecho a la vivienda, la crisis clim\u00e1tica y la discriminaci\u00f3n. El futuro de nuestras ciudades, pueblos, aldeas y otros asentamientos es precario y muy susceptible a los caprichos de los fen\u00f3menos meteorol\u00f3gicos extremos provocados por la crisis clim\u00e1tica. Si no se aborda esta cuesti\u00f3n, el futuro seguir\u00e1 siendo muy incierto, incluso para los j\u00f3venes y las generaciones futuras.<\/span><\/p><p><span style=\"font-weight: 400;\">Adem\u00e1s de eliminar progresivamente los combustibles f\u00f3siles, principal causa del cambio clim\u00e1tico, Amnist\u00eda Internacional pide a la comunidad mundial de responsables pol\u00edticos y profesionales que se aseguren de que trabajan para mejorar la preparaci\u00f3n ante los desastres y garantizar que todos los planes de adaptaci\u00f3n y mitigaci\u00f3n cumplen estrictamente el derecho y las normas internacionales de derechos humanos, incluido el derecho a una vivienda adecuada. Tambi\u00e9n pide a todos los Estados que est\u00e9n en condiciones de hacerlo que financien adecuadamente el Fondo de la CMNUCC para responder a p\u00e9rdidas y da\u00f1os.
